UK Tax Payers Financing a Fiction?

Heritage Action ('Metal detecting: the six words that can’t be said') say "oh to be a British artefact hunter, free of an obligation to the rest of society! Oh to be a taxpayer not having to fund a fiction!" ARE the British taxpayers financing the Great Portable Antiquity Social Experiment in getting best practice from metal detectorists in fact financing a fiction? Where can you go for a balanced discussion of that notion? Sure as anything not to the PAS. A recent FOI request suggests that they do not pay any attention whatsoever to such questions.
