Prof Norman Palmer QC, CBE

Norman Palmer QC (Hon) CBE Visiting Professor of Law at King’s College London and Professor Emeritus of the Law of Art and Cultural Property at University College London has passed away. Among his many activities benefiting heritage protection, he chaired in 2000 the  UK's 'Ministerial Advisory Panel on Illicit Trade [in art and antiquities]' the report of which was published in that year and disappointingly has had negligible effect on the illicit antiquities trade of the UK. But that is due to British negligence and nothing to do with the  formulation of the sixteen clear recommendations of the Palmer Report. RIP.
