PAS Can't Keep Up: What to do?

In 2018 I recorded 69 cases of potential Treasure from Lincolnshire (Treasure Act 1996) - 40% increase on the previous year. Most of it can be attributed to the increasing popularity of metal detecting. Resources for PAS remain static, however.
So, surely while that is the case, in order that unmitigated damage is not being caused to the archaeological record by Collection-Driven exploitation, the efforts of the PAS should be directed towards persuading people to give up this damaging and unsustainable hobby.
