Job Title: CULTURAL PROPERTY RESEARCHER
As a Cultural Property Researcher, located in the Cultural Heritage Center, Bureau of Educational and Cultural Affairs (ECA), you will conduct background research of specifically assigned cultural property requests and existing bilateral agreements from countries primarily in Latin America. 
DUTIES:
Conducts research on cultural property laws, regulations, illicit trade, looting, and other aspects concerning the protection of cultural property. Collaborates with Foreign Service Officers in Latin American countries to ensure effective execution of program requirements. Monitors the implementation of agreements with bilateral partner countries. Coordinates with national and international officials and decision-makers to define and discuss a myriad of politically sensitive issues, advocate the U.S. position and achieve United States Government (USG) policy objectives. Proposes policy recommendations for Bureau principles. Drafts reports on cultural property protection requests and existing bilateral agreements. [...]
Minimum Qualifications:
GS-12: At least one year of specialized experience, equivalent to the GS-11 in the Federal service, that included conducting archaeological, anthropological or historical research on cultural heritage of countries in Latin America; interpreting cultural property laws, regulations and international practices for cultural heritage protection; researching incidences of illicit trade, looting, and other aspects of international movement of cultural property; and collaborating with stakeholders in Latin American countries to plan, evaluate, and maintain cultural heritage protection programs;
OR
possess a Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to perform the duties of this position [...]

Oddly  no language requirements are listed in the blurb.  Surely some of the tasks listed come into the remit of the CPAC?
