Die Suche mit einem Metalldetektor sei in Rheinland-Pfalz eine Ordnungswidrigkeit, die Entnahme archäologischer Funde ein Eigentumsdelikt, deren unterlassenes Melden eine Unterschlagung und ein Verkauf Hehlerei.Now, if only they had a PAS, eh? Do I think a German equivalent of the PAS would of prevented this incident. No, because this was theft and the culprit was using a metal detector whilst committing the crime. Now if the discoverer of this hoard was a hobbyist using a metal detector who is to say he would not of reported the discovery to a German equivalent of the PAS if such a thing existed.

Well, if you followed the link I gave to a recent post here, you would see that I am not a bit convinced that having a PAS-like system in any country would "of" meant that the site was not trashed by artefact hunting. That is the issue.
It was only "theft" because that's what the law of the Land makes of artefact hunting, he was a hobbyist ignoring the restrictions on the practice of the hobby. The notion of having a PAS-clone in these countries is of course reliant on first lifting such laws.
Merely "reporting" a bunch of pieces of shiny metal you've hoiked out of the ground is not by any means best practice and has little archaeological value. So whether there are "bad eggs" here or there really makes no difference until the real nature of the issue being discussed is recognized.
