The fate of the UK Draft Heritage Bill 2008

Heritage Journal has a cogent comment on the new UK Minister of Culture's answer to a question about the fate of the Draft Heritage Bill 2008 which had so many nearly-innovative (though in the event castrated) initiatives on artefact hunting - among other beneficial things of course. John Penrose the new Parliamentary Under Secretary of State, Culture, Olympics, Media and Sport; (Weston-Super-Mare, Conservative) stated:
I am currently evaluating which elements of the draft Bill have already been implemented through other mechanisms, and which might potentially still be desirable in future.
To my mind he has not really answered the question, there is a little fun thing on the "They work for You" site to click to tell him so, please click it if you agree with me.
