Hogwarts for Tekkies

Historic England is forking out 50k to set up a new organisation to establish an agenda for best practice in metal detecting as well as provide a national training programme to promote responsible metal detecting. If it "trains" 90 folk year (three sessions of 30 trainees each), it would take 144 years to "train" half of the estimated 27000 metal detectorists in the UK. What is the thinking behind this, and what happens to the artefact hunters who have not been "trained" yet, or prove impervious to "training"? Now public money is being spent on chasing this idea, perhaps the public are entitled to a more detailed presentation of what actually is envisaged, and what indications there are that it will actually achieve anything.
