Cultural Heritage Lawyer Rick St. Hilaire gives an useful rundown for any "new school numismatists" in doubt: The Cultural Property Implementation Act Covers Ancient Coins (21 May 2014). It is slightly a humorous sight to see lawyers debating the issue with such seriousness (like "can a mummified human foot be classified as human remains?"). Whatever people like Jay Kislak, Peter Tompa and John Thugwit think, coins are archaeological artefacts, and as such are just as eligible as any other to be covered by the legislation in every country that has any. The very idea that they might not be sounds crazy to me. What about you, dear reader? Do you side with the coin fondlers or with the voice of reason?
