This is why there is an urgent need for some proper and broad public discussion of the whole setup. As David Gill pointed out to me about an ongoing discussion elsewhere, "these were issues we were discussing back in 1990 - and they are unresolved". Quarter of a century of artefact hunters and their supporters dodging the discussion, now abetted by public money.
