Britain's "definition of the problem"


The issue is whether one can talk of a state that looks after its heritage if the wilful damage to or loss of the historical environment or cultural property is not an offence:


At a recent conference attended by the PAS PC Andy Long reflected on "the damage of illicit metal detecting (Nighthawking) to the historic environment" while presumably we are asked to accept that what is done with landowner's "permission" NEVER does any damage to the historical record. This is patently not true.
